Have you restart your citrix server? Did you upgrade the right license? Because last time, my boss buy different license from standard Edition to Advanced Edition.
If that the case, then you need to change the server license to Advanced Edition.
Connect to you Citrix Access Management Console &#62; Citrix Resources&#62; Presentation Server&#62;[your server name]&#62;Servers&#62;[your server name]. In the other task column, click  Set Server Edition, then choose what ever your current license applicable to. Mine is Citrix Presentation Server, Advanced Edition. 
Then you need to reboot again.

Hope this help. I'll print screen if you don't know where to set server edition.
